Good afternoon, Madam President, ladies and gentlemen. I'm sorry I don't have a mouth guard but I'm a week post covid and being tested and I really wouldn't breathe it. So you probably wouldn't listen to me for a long time. I would like to return here to the law, which is supposed to somehow enable schools to function in the event that they have either a large positivity of students, be it for omikron or some other version of the Corona virus. However, I think the tool is needed. On the other hand, we have to say that all these measures create a huge problem for all parents who have those children in schools.

The other point of view is that those children who come out as positive, so often, or rather in 99%, you basically do not even find that they have any symptoms, because the immunity of children is completely different from the immunity of adults . I know that it is necessary to prevent any further spread, but unfortunately this still happens in the families where the children live.

At this time, groups in schools do not function in a standard way, because there the children are somehow separated according to classes and so on, and basically all the measures that the hygiene stations and the Ministry of Health have set up do not allow it. So, unfortunately, instead of handing the children over to the group in the morning, the parents have to wait for half an hour, three quarters of an hour, before the teachers take them to face-to-face teaching, i.e. directly to the classes, so that the children don't meet somewhere in the group. I think this is quite a burden for working parents, because everyone loses at least an hour or two here with this measure.

As far as distance education, rotational education and face-to-face education are concerned, I would certainly support what Mr. Kettner said here. Because it is unequivocally confirmed that the social bonds that those children have with each other cannot be replaced by anything, no screen or anything. As for rotational teaching, when half and half went so that the children at least met each other, it was a better solution than the distance teaching, but again it was demanding on the teacher. Because on the one hand, they had the remote children who were at home in front of that screen, and on the other hand, they had the students right next to them in those classes. So it was very challenging for that teaching staff.

As for the school principals, it was enormously burdensome for them, because it was almost a superhuman feat for them to organize the teaching and to organize the running of the school, including visits to the cafeteria. I believe that most of us including the education workers and including the parents are really fed up with this and I just hope that the omikron option ends this problem with the covid infection because we are still going around in circles and are able to close whole schools where they are pupils present who are quite resistant to covid and apart from the positive test have no consequences or any health problems. I think that if you go back to your childhood, more than half to two-thirds of children had a noodle in their nose in the winter, no one dealt with it and no one fundamentally burdened them with any testing. I would probably appeal to that here as well.

And as regards the use of face masks in individual classes, I really do not consider it reasonable, because if you measure the oxygen saturation with a pulse oximeter, you will find that the blood oxygen in children decreases quite fundamentally and, from my point of view, also from a health point of view for it's totally inappropriate for children. And if I compare the risks, which are teaching with a face mask and possible brain damage due to the fact that the child is deprived of oxygen, and the blood flow there deteriorates dramatically, then I really, if I had to put a scale on the scale, then the children anyway, if somewhere they're drinking or having a snack, so they take the mask off anyway, and it's even more counterproductive, because the mask rolls around the table between meals, etc., and from my point of view, it doesn't really have a general meaning in order to somehow prevent the spread of variants in schools . Since the experts say that the omikron as such version is highly contagious, I don't think the mask will really stop those kids from being infected.

I would come back here again, just so that we would know what the principals and all those who work in education actually have to arrange, so here I looked up from the elementary nursery school, please note, from Rybitví, so I looked up the elementary school rules schools. And so it's an order that responds to the covid pandemic, because that's the school order from 2020-21, and there are several articles that set some rules, and I think it would probably be beneficial if we in a way, even we, who have some influence on it, have revived it and can in some way shift the functioning of schools so that children can go to school, but at the same time so that there are not two or three months of special holidays or lockdowns, etc., because probably nobody here wants that , no one wants that, and even less working parents who have to deal with it, of course, with their children on distance learning. Employers are not happy about that, and then the individual companies here are also looking for employees abroad, because they usually come here without children, so this problem with distance learning does not apply to these employees. But unfortunately in the Czech Republic it causes a completely different type of problems.

Regarding this school code of the elementary school, the general provisions state that the common goal of all school employees and pupils' legal representatives is to help each pupil in their individual development and enable pupils to enjoy going to school. So I would point that out here, because in the event that the children would not like to go to that school, unfortunately it is now happening that after the distance learning, the children do not even want to go to the collective, and I think that this is very beneficial. The basic condition for coexistence and the development of mutual quality relationships is a meaningful, comprehensible and respected by all school rules. The rights and obligations of pupils, their legal representatives at school and the details of their mutual relations at school must of course correspond with those of school employees.

Well, then there are the rights and obligations of pupils. Pupils have the right to education and school services according to the Education Act. By this I am alluding to the functioning of sorority groups, because in schools under this regime, sorority groups function very poorly, or they do not function there at all. Then for information about the progress and results of your education, I think it works now in a remote way, i.e. parents either call the school or have a parent association online. Well, what to add to that? To establish student self-governing bodies within the school, to vote and be elected to them, to work in them and through them to contact the school principal or the school council, with the understanding that the school principal or the school council are obliged to deal with the opinions and statements of these self-governing bodies and their justify the position on them.

d) To comment on all decisions relating essentially to matters of their education, while their comments must be given attention corresponding to their age and level of development.

e) For information and advisory assistance of the school or school counseling facility in matters related to education according to the Education Act.

And now we get to the core, which I think all supporters of distance learning should hear, because: 2. Pupils are required to attend school regularly and get a proper education. And it's really up to us that we, we have to make it possible for them. In the event that there are any other measures that will close schools, make unnecessary one-month vacations, two-month distance learning, then it will not be possible to comply with these points directly from the school regulations.

b) Pupils are obliged to actively participate in distance learning online if it is ordered by the school director or his superior authority. This is exactly the distance learning we were talking about here.

c) Comply with school rules, regulations and school health and safety guidelines with which they have been made aware. This is the testing required by health stations or required by the Ministry of Health. In a way, basically, the tests are probably intended to be how someone wakes up at the moment, because I can't explain otherwise that if someone thinks that the student can't deliver, even if the test comes out negative, then of course he can. From my point of view, testing is of no general importance for the reason that the pupils do not have any bad reaction to it, especially to the omikron variant, because it is manifested in 95 - 98% of cases by the child scratching his throat for one day and two days he has a cold, i.e. such that he blows his nose, let's say, one or two handkerchiefs a day. So it's more of a marginal symptom.

After that, the children should be sent for further PCR tests if the antigen test comes out positive, then that is another matter, and the resulting quarantine for the child, if the child cannot be alone at home, then of course there are other consequences then problems for the family, because the family then has to hire a nurse, and the employers of such parents are really very happy, because then they have to be at the home office if it is possible, if the job requires work somewhere on scaffolding, so that it really doesn't work.

We come to the next point, which is to comply with the instructions of the teaching staff of the school, issued in accordance with legal regulations and school rules. Well, of course we all understand that. Then respecting the rights of others is impermissible violence against others, humiliation, mockery, bullying and other forms of restricting the rights of others.

Unfortunately, we have been encountering such a nuisance here lately. Children who are, for example, in secondary school, so some children in class get vaccinated so that they can go on vacation, go to the mountains, etc., and then those children who are not vaccinated are of course the target of this - and precisely in in the sense of how our society is divided - that basically classmates are persecuted and within the doctrine presented to us by the media, they are actually the carriers, they are the bad ones, they are the unvaccinated ones and thus they are actually humiliated and ridiculed and may even be bullied in some way by those vaccinated classmates. Of course, the bullying can also come from the teachers, because if you have to go somewhere to the theater, swimming, etc., where the antigen test is not enough, but vaccination or some kind of green covid passport must be proven, then of course these children cannot attend.

I don't know if you caught a case - now I don't know if it was in Germany or Austria, but it was in one of the German-speaking countries - where a child wrote a test in the garden by the window in front of the school so that he wouldn't miss the test . Well, that is exactly the example, which of course contradicts this point of our Czech law, and I hope that we will not really get this far here in the Czech Republic.

One of the other points here is to actively participate in classes and be properly prepared and equipped for classes. So I think it's clear, because attending school is the basis and it's clear that children must be equipped with some pencils, pencil cases, books, etc. So they must respect the school's instructions on health and safety, follow them during and outside of lessons safety and hygiene principles, e.g. road traffic rules, on school premises and at school events outside the school building. Well, that's a rather bad example, but of course it applies to respiratory protection and of course some hand hygiene, so if they're going somewhere to an event from school by tram or subway, then I think it's perfectly fine as far as those hands. Follow the school schedule. Well, I think it's clear to everyone here how the principal will set the regime in the school.

Well, now we come to the next point, which is to come to class no later than ten minutes before the start of class. This is precisely the point that the morning group, which is normally from seven o'clock or used to be before the year 2020 and before those measures, this very morning group was canceled for the very reasons that we told ourselves here that it must not mix classes with each other due to hygiene measures. (Loud call of deputies in the hall.)

Thank you very much. Of course, I'm getting tired of talking, but I'll give it a little more time, because I want to reach the side of the order here, so that everyone here realizes what both the teachers and the children at school experience on a daily basis. Well, now come to the class no later than ten minutes before the start of classes, so basically the interpretation of this school rule is that, actually, because there is no group, the teacher from that class is standing there exactly ten minutes before the start of classes and so he takes the children directly through the locker room to his class so that they don't meet. And this is just one of those things that unusually delays parents who need to get into the work process as soon as possible. From my point of view, it would perhaps be such a welcoming gesture of the schools that they would open for example half an hour before the start of classes, so that the parents could go about their work comfortably, and then during the afternoon group, so that they could actually pick up the children again after the eight-hour working day children, without having to take an hour off to get it all done even in rush hour traffic. So I think it would be good to solve that in some way as well.

Use the premises and equipment and teaching aids of the school in such a way that they are kept in order. Intentional damage to school property will require compensation for the resulting damage. Well, we probably remember that someone scribbled on the bench with a pencil, so that's probably fine. Take care of the good name of the school and represent the school in public with your behavior. So I think that it is not possible with the distance education and we really have to focus on the face-to-face education. So then the student can represent the school there.

Then there is another point, which is to strive for a constructive solution to possible conflict situations at school, to resolve disagreements and arguments through discussion, not physical harm. Well, it is difficult to prevent this contact between pupils, but the teacher must be ready to intervene in time and explain it well to the children, adding that he should then also communicate with the parents of the individual pupils, so that the situation does not happen again in the future.

When coming to school, change into suitable safe shoes, so I think that is also clear, but I would like to touch on one more thing here, and that unfortunately happened during the distance learning, because a lot of children got a mobile phone and now they bring the mobile phones to school and pay relatively or disproportionately more attention to it, and then what should happen, the teaching, does not happen, but rather the children play with the mobile phones. Here, they have it pretty well taken care of, because here in the school regulations, they have written that such aids should not be brought to school, because they distract during teaching. So it's very well written and I think it's very good.

Given that it is a kindergarten and primary school, I would say that the rules are very visionary, because it says that the use of drugs and addictive substances, alcohol and tobacco products is not permitted. Considering that these are children between six and eleven years old, I think that they are already visionaries here and that they have already taken care of it in this kindergarten and elementary school. So let's just hope they go through the security frames in front of the school and check themselves for marijuana or a liter of rum.

In case of loss of school belongings, immediately inform the teacher or any school employee. I think this is necessary because I have already experienced such a situation vicariously, when a child came home in a completely different jacket and in completely different sweatpants after gym. I think that this is fine and that it should therefore also be addressed in the school rules, so that the parents can change it. Observing the rules of individual classrooms is also fine. Well, and above all, there is the last note - to comply with this contract and not to leave the classroom for no reason during small breaks, except when the student needs a hygiene break. Well, I think they treated it well there.

I'm not going to keep you all here any longer and I would really appeal to, I think the ten days are optimal for the directors, that they can move with it there, but I'm really not a fan of some other special new holidays and the like, because it has a fundamental influence on the education of those children and if you count all the holidays that the children took last year and this year as well, unfortunately, unfortunately we have to say that the children often had four, five or six months holidays. So we should avoid this at this time and, above all, really push for face-to-face teaching. This is just a tool, really, if 90% of the children there were positive, the principal would have no choice but to close the school for four or five days, because the weekend is also two days, and then it would fit into the five-day quarantine.
