There are countless non-profit organizations and state-run institutions in the Czech Republic, which have set themselves the goal of integrating the Roma into society and bringing them to a high level of employment and thus to their own satisfaction, when pathological situations will not arise in their community. But it seems that such non-profits, despite the set goal, do not have very good results. And Vilém Famm, our regular contributor, focused on solving this issue.

"The employment index perfectly replicates the true state of affairs, as you will soon see," Vilém Famm began his extensive explanation, continuing: "It is absolutely our true picture. As a percentage, it shows the employment rate of each individual. So it is for everyone. Apparently there will be someone who rejects my solution, I just hope that he will suggest something better.

I recently browsed the internet and came across an article that informed us about more than 150 Roma support organizations. The statement here was simple. The money spent is, more or less, thrown out the window. The opinion is quite familiar, so I flipped through it, and because I did not find anything interesting, I stopped browsing.

So I'm lying around, looking around, I'm in my corner. I'm looking at "One beautiful summer afternoon." Suddenly an idea. The solution was born. How do they want to evaluate the success of the money spent without a clear indicator? What are we actually watching? Roma inclusion. What sounds noble is quite simple, to put the Roma in work. Roma who have been in our country in Moravia for more than 400 years. A free-spirited nation that no one has succumbed to, a nation that could not be enslaved, a nation that was unwilling to work for anyone. As I would like to write, they are only procrastinating, but I would only imagine this state.

Money for Roma integration needs to be spent under clear rules. You can't play football or hockey without the rules. The Roma issue cannot be solved without rules. If the Roma get involved in the work, they will have some money and their problems will disappear.

In order to really disappear, it is necessary to start using the employment index. At the same time, we can obtain this measurable indicator without setting up a new office thanks to the information that is already being collected by the Social Security Administration. Digitization is a great feat. Thanks to a suitable program, it is easy to create an employment index. People are registered and everyone has an account of their job. This account will be closed upon retirement. He clearly states the length of his employment. But we need meaningful value now, now.

Under the new rules, we will retire at the age of 65. However, we are only entitled to a pension if we have worked for at least 35 years. We need another indicator to calculate the employment index, and that is the time we should work. For some it is necessary from the age of 15 and another will start at the age of 25. For our calculation, we say, a suitable model is from 15 years to 65, ie 50 years. In the course of 50 years, we must therefore work those 35 years in order to be entitled to a pension. This relationship must be expressed as a percentage. So 35 years out of 50 is 70%. For those who start working later, count it for yourself. However, we should work with an index that is most advantageous for people who are not currently looking for a job.

The basic employment index is in the world. With it we can measure an individual worker. All you have to do is know what the index is for last year and what the index has for all the years that have been subject to employment records. The index is lower or higher than 70% and therefore has an uncompromisingly clear informative value about the client's diligence.

From the above, you can see that the client will only reach a retirement pension after working for 9 months. If he works less, then in 50 years on the labor market, he will not reach a pension. The office of each client will be able to continuously (probably by inquiry) inform about the actual state of employment, which will include the employment index.

In the case of money spent for a group of people, it is necessary to state the nominal number by that organization, including the overall employment index. Here it would probably be appropriate to add up the individual indices and create only one group again and repeat everything after a year. So we can easily verify the effect of the money spent. The employment index will uncompromisingly show how a given client, clients, cope with the status of the right to receive a pension. We clearly see if the money has been spent meaningfully. After all, before the Office starts implementing the program to obtain an employment index, it can be verified with organizations that work for the Roma. You will be convinced of the effectiveness of your actions. The result will be known in a year. If the documents were already suitable for the organizations, everything could be evaluated retrospectively.

Labor offices or those who provide social benefits, for example, can work with employment indices. It would probably be fair if those working less than 70% received only minimal benefits. Here it is necessary to establish clear rules according to the employment index.

The problem seems to be solved. However, there is one fact - Roma integration addresses, as is happening now, in the middle. The office should start registering clients earlier, from the moment their preparation for employment began. This would be the first stage of the index, the second is about job registration. The state of the first stage occurs on the day of the start of school. That is, from the 1st grade. It is necessary to record excused and unexcused absences once a year - expressed, of course, as a percentage. Absence becomes the main indicator of a student's approach to study. You can work with this indicator as we use employment results.

If we do not catch the children's part and find out the results of already finished people created in their environment, then we are making a big mistake. Job preparation is the most important part. She will show us what kind of experts we will have. If social benefits are received for children, those who do not attend school properly will receive only a minimum. The rules should be set by experts here. By knowing the situation, social workers can work more efficiently.

If we want to change things, then using the employment index, but in two stages. Labor offices, and not only them, will get a true overview of the client, his approach to work, and he will know that he will also be rewarded. Your new employer will certainly also be interested in your employment index.

Thanks to this, the Roma issue can move towards its solution. It is entirely up to this community whether they will live by our rules, and clear rules are what we lack.

The employment index can therefore be the catalyst for the change we want, and that is the integration of the Roma into society, ”concluded Vilém Famm.

There are people among us who, if you tell them in their twenties that they won't get a retirement pension, if they keep going like this, they will have it on the hook. They will have it on the same hook at thirty, forty, fifty. It will be a little regrettable at the age when they become retirees without the right to abundant alms from our ongoing pension system. But that's all. After a moment of confusion, they jump into the social worker at the age of retirement and let everything be adjusted to the subsistence level. Surrounded by a large family, they will live happily on. So start cutting them to a minimum? Well, it doesn't work, it's a living wage.

The only effective method was explored by the Bolsheviks. He imposed an obligation to work, and those who did not work went to the felony. But I don't want to go back to work. It is a working and cruel system. And notabene state has no right to impose employee quotas on employers. Where would such work arise? We would go back to the repressive system.

The employment index sounds interesting, but such an index does not exist in public. Mr. Famm listed her. We have to work for 35 years, otherwise there will be no pension. We have to work 35 years within 65 years. There is no corrective regime. And anyone can handle such numbers. And if he finds out at the age of forty that he hasn't reached work yet, he'll find that he already has birds. And in fact, around the age of forty, one begins to realize that he is closer to the coffin than the cradle. And for some, it's stolen anyway. The living wage and the extended family will always be here. So who is dealing?

So abolish the subsistence minimum? But it will affect people who are in poverty and need help for a while. Cut it down and slash it? The same, for many it is the only income and without it they will start to starve, they will take them out on the street.

Until the Roma start helping the ghettos themselves, they will not leave and the ghettos will grow. The state will not move if it does not want to bring repression to the whole society. It really doesn't help but show such people in a sense that it's better. And only their own family will show them, no one else. Nonprofits are just that notorious white racism with no result.

On the contrary, incentives could work. Do you work So here's your reward. Do your children go to school regularly? Do you have an extra reward here? So they go to the ring? Well, you have extra here. Did they promote you? Here's your extra reward. Do both parents work? Well, that's wonderful, you have money here and drown in it. Positive motivation. As stupid an idea as a negative motivation, because the state would go hunting, not only people in the ghetto would be able to pay bonuses, but everyone. It is not possible to prioritize or delay one selected group. Well, there is no solution, it is not if the people who are its foundation, the Roma from the ghettos, do not get involved in its solution. But I suppose if someone doesn't mind living in the ghetto, then they can withstand all sorts of tricks and have all the white racism on their hook that wants to get them out of the ghetto manure.
